This was the headline over a leading article in The Times on November 17, stemming from a report in the paper that “local councils have been blocking special needs children from the basic assistance to which they are entitled”, spending £100 million in the process.
Alistair Lexden pressed the government to deal with this deplorable state of affairs through an oral question in the Lords on November 21, when he also highlighted the right of parents to request a place at an independent school, a right that some local councils deny to families.
