The government has made clear that the substantial programme of constitutional reform on which it has embarked will lead to a new constitutional settlement for our country. In a speech in the Lords on July 7 during a debate on a report from the Lords Constitution Committee, Alistair expressed doubts about whether piecemeal legislation dealing separately with each major reform would produce a coherent settlement with long-term stability and called for a different approach.
