The House of Lords examines very large numbers of statutory instruments (known collectively as secondary legislation) which follow the passage of Acts of Parliament (primary legislation) and set out the detailed legal changes that the Acts have authorised. A review of the powers of the Lords over secondary legislation was carried out towards the end of last year by Lord Strathclyde, a former Conservative Leader of the House.
He suggested significant changes in a report which was published in December and debated in the Lords on January 13. In his speech in the debate, Alistair Lexden warned that a reduction in the powers of the Lords could have the effect of strengthening the executive at the expense of Parliament as a whole.
