In a debate in the Lords on December 1 to mark World AIDS day, Lord Lexden drew the attention of the House to the rising trend of new diagnoses in the Province and to the widespread stigma attached to the disease which is hampering swift and effective treatment.
Replying to the debate for the government, Baroness Northover took up the points he made about Northern Ireland. It showed, she said, how "some communities can be particularly difficult and harder to reach than others".
