On December 11 the Lords held a debate on AIDS, tuberculosis and malaria. Having spoken a few days earlier on tuberculosis, Alistair Lexden concentrated on HIV/ AIDS. Two-thirds of all adults and three-quarters of all children with HIV in the world today are not receiving the treatment they need.
One of the reasons for that is that in many countries homosexuality is illegal; gay people with HIV living in them are very unlikely to come forward for treatment. In over 50 Commonwealth countries it is a crime to be gay. The Commonwealth as a whole has pledged to respect human rights fully, but little is being done to end the gross violation of the rights of those who are gay .Alistair Lexden issued this challenge: does the Commonwealth “want to be seen as upholding or blatantly ignoring fundamental human rights? It cannot dodge this question”.
