A hard-fought election campaign lies ahead next year. All the political parties need to commit themselves clearly to the highest standards in all aspects of their activities. Recommendations as to how this can be achieved were set out in the report of an all-party inquiry into electoral conduct, published last year, which was debated in the Lords on December I. In his speech Alistair Lexden explored the issues at stake and put forward the case for a code of conduct agreed by all political parties.
